Swedish Media representatives held a number of official meetings at the State Committee for Work with Refugees and Internally Displaced Persons, the Ministry of Foreign Affairs of the Republic of Azerbaijan, the head office of ANAMA and the Milli Mejlis. Let us remind you that this was the first visit ever of representatives of the Swedish media to the liberated lands of Azerbaijan. The visit was organized by the Congress of the Azerbaijanis of Sweden under the chairmanship of Emil Mirzoyev. The main purpose of the visit, which, by the way, took place on the eve of the anniversary of the start of the Patriotic War for the liberation of Azerbaijani lands and ended with a victory of the Azerbaijani army. The Swedish journalists got acquaintance with the facts of cultural and religious vandalism of the separatists in the Azerbaijani lands, documentation of the ecogenocide committed on the liberated Azerbaijani lands over the past 30 years, meetings with living witnesses of the First Karabakh war in the 90s.
First meeting with Refugee Committee Mr. Rovshan Rzayev who was appointed as chairman of the State Committee for Affairs of Refugees and IDPs in line with the decree of the President of the Republic of Azerbaijan dated April 21, 2019. According to the Decree of the Supreme Council’s Presidium of Azerbaijan SSR dated September 19, 1989 with the purpose of solving the questions, connected with reception, accommodation and living conditions of the refugees and for coordinating the activity of Soviet, economic, administrative and public organizations of the republic in this sphere, The State Committee of Azerbaijan SSR for Affairs of People Compelled to Leave Their Homes was established within the government of Azerbaijan SSR. On January 5, 1993 the committee was renamed to State Committee of Republic of Azerbaijan for Affairs of Refugees and IDPs.
Mr. Rovshan Rzayev told that approx 320 000 Azerbaijan people was in deportation, 1992-1993, and the total amount of refugees are about 1 million. The State give all the effort to help, with payments, education, and work. But the condition are not so good, the state cannot cover all the refugees. They are doing a research of returning refugees to their homeland. In Baku they are working on projects for refugees. Second meeting with head of Press Office at the Ministry of Foreign Affairs Leyla Abdullayeva. Since 2002, Abdullayeva has held diplomatic positions in various departments of the Foreign Ministry, in the Representations of the Republic of Azerbaijan to NATO, the Embassy of Azerbaijan in the Kingdom of Belgium and European Union. She previously worked at the Foreign Ministry as Deputy Director of the Azerbaijan International Development Agency (AIDA). On October 4, 2018, Leyla Abdullayeva was appointed the Head of the Press Service of the Ministry of Foreign Affairs of Azerbaijan and is currently holding this position.
Leyla Abdullayeva informed us about liberated territories after 2020 last occupation in Azerbaijan, and the start of rebuilding the region. It is 300 days since the tripartite statement. More than 46486 landmines and unexploded ordnances was cleared. 160 Azerbaijani citizens killed or injured by mines laid by Armenia during the conflict. A new prime minister has now been elected in Armenia 2020, what home hopefully will give peace to the region. An International airport has now been built in the region of Fuzuli, two more are under construction in Zangilan and Lachin region. Azerbaijan airlines open job vacancies in the liberated territories providing displaces communities return home to Karabakh. A Master plan for the city of Aghdam has been approved, what make iconic cultural buildings and historical monuments being restored in the city of Shusha. Building ”Smart Village” homes in Agali village are being built and planned for 2022. Cawa Media are pleased to see that the territories are being restored, and rebuilt as ”Smart Villages”. Population will return to this abandon area, and life will return to this historic grounds of Azerbaijan.
Third meeting with head of Azerbaijan Mine action agency ANAMA Vugar Suleymanov who was appointed chairman of the board of the Agency of the Republic of Azerbaijan for Mine Clearance.Previously, he served as head of the apparatus of the Ministry of Ecology. Suleimanov was born in 1965. He graduated from the Lomonosov Moscow State University with a degree in ”historian”, as well as the faculty of foreign economic relations of the Azerbaijan State Economic University. In 2002-2005. Suleymanov worked in ANAMA (Azerbaijan National Agency for Mine Action), and in 2005-2018 – in private companies. Since 2018 he worked in the Ministry of Ecology, and since April 21, 2020 he headed the apparatus of this department. On January 15, by order of the President of Azerbaijan, ANAMA was liquidated and the Agency of the Republic of Azerbaijan for Mine Clearance was established in its place.
ANAMA The Mine Action Agency of the Republic of Azerbaijan The Mine Action Agency of the Republic of Azerbaijan (ANAMA) was established on the basis of the Agency founded in 1998 by the Decree No.1251 of the President of the Republic of Azerbaijan, dated January 15, 2021. ANAMA is the government’s key authorized executive body to establish and coordinate all mine action related activities in Azerbaijan, including assessment, planning, management, monitoring and evaluation. The Agency continues to conduct mine and unexploded ordnance clearance operations in the liberated territories. Clearance operations of the landmines and unexploded ordnance are: supported by manual clearance, mechanical demining machines, as well as mine-detection dogs. 10 November 2020 – 28 September 2021 – 5 506 ha have been cleared, 25 069 mines/UXOs have been found destroyed.
The structure of ANAMA comprises headquarters in Baku city, the local branches that are located in Horadiz settlement, Fizuli and Goygol districts and additionally, four operational centers located in Terter, Agjabedi, Agstafa and Baku. Cawa Media had the privilege to visit some minefields in the region also, our report will follow in coming article about Shusha.
Final meeting with the head of Azerbaijan parlamentary delegation to the Council of Europe Samed Seyyidov. Member of National Assembly of Azerbaijan for 36th Khatai district. Samed Seyidov was elected member of parliament during 2000 parliamentary elections to the National Assembly. He was re-elected from Khatai district of Baku on November 6, 2005 during the 2005 parliamentary elections. He was also elected Chairman of International and Interparliamentary Relations Committee of Azerbaijani Parliament. Seyidov also chairs Azerbaijan-US Interparliamentary Relations Working Group and is a member of Azerbaijan-Kazakhstan and Azerbaijan-Saudi Arabia interparliamentary working groups. He is member of New Azerbaijan Party.
Samed Seyidov chairs the Azerbaijani delegation to Parliamentary Assembly of the Council of Europe (PACE) which consists of 12 members of parliament. He has been a member of the assembly since January 22, 2001. Seyidov is a member of Committee on Economic Affairs and Development, Committee on Migration, Refugees and Population, Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee), Political Affairs Committee, Sub-Committee on conflict prevention through dialogue and reconciliation and Sub-Committee on External Relations. He currently acts as co-rapporteur of the Parliamentary Assembly of the Council of Europe (PACE) for the monitoring of Serbia.
